Visits to China 's Special Economic Areas
Almost every province in China has one or a few Special Economic Areas (zones), where strong support from the central government and tax exemptions can be enjoyed. These areas can be a city (Shenzhen, Hainan , etc.), or a district in a city (Shanghai Pudong district, etc.), or an area in the countryside (Ningbo High Tec Development Zone, etc).
Most of the areas have special policies for foreign investments. Companies enjoy tax deductions, high quality employees and financial support from the Chinese banks.
These economic areas also have special features. For example, Yanglin in Shaanxi province is one of the best places for your agriculture related investments; Shanghai Pudong is a good place for your financial centre in China; Beijing is a place for your market presence, and Wenzhou, Yiwu, and some areas in Guangdong province are the areas to set up your manufacturing entities.
Investors from the same industry or same country have the habit to stay at the same place. Suzhou Industrial Zone has the biggest number of investors from Singapore, and Fujian province has gathered the most investors from Taiwan.
When first established, the Special Economic Area was positioned as a special zone for investors to carry out international trade. A free trade zone in China is often referred to as an area which is 'within the Chinese territory but outside the Chinese customs ' because goods flowing between a free trade zone and overseas countries are 'bonded ', i.e. free from customs duties. Companies in these areas are able to import goods from overseas to Chinese domestic market and export goods from Chinese domestic market to foreign countries through a import and export company (also known as 'state trading company').
Companies can also engage in domestic trade; i.e. buying goods of PRC origin and selling them back to the PRC domestic market. No import and export company is required and no customs procedures are involved for this type of trade.
It is not advisable for a company in Free Trade Zone to engage entirely in domestic trade since it could be viewed as a clear and complete departure from the central government policies. Import can be done so long as the Chinese buyer has Import right or the transaction is done through an Import and Export agent. For certain restricted goods, normal import license and quota requirements are still applicable to such transactions.
